I think there is. What's the move that's most likely to beat the most amount of people?

Look at little kids or people who haven't played in a while. Most think one, maybe two turns ahead.
If you play center, there's effectively two options for your opponent: edge or corner. If they take edge, you take neighboring corner. They block, then you take the corner that threatens a horizontal/vertical line and win. If they take corner it leads to a situation where every move is block an obvious 1-turn win.
If you play corner, they have 5 options (three are mirrors). Any option but middle is a win for you. Some people think middle is "obviously the best second move", so let's assume so. After they take middle, if you take side corner you run into a "block next move" situation, so opposing corner is best. Now they have a 50/50, edge or corner (4 edges, two corners, but it's not random). If they take corner, you win, edge leads to tie.
Edge leads to a game where if they choose any move that's on the same horizontal or vertical line as you, they can tie. Any other move is a win. Whatever they choose, you choose the closest corner and win. Edge is bad because they have two choices to lose (two more mirrored) and three to tie (one more mirrored) and the counters are pretty natural reactions (middle or close corner).

If you go in the corner, you literally cannot lose unless you fuck it up. Which is pretty hard considering there will only be 6 available spaces on your next move. At worst it'll be a draw, and to get that the opponent HAS to go in the middle; any other move will get you a win.
