Im not aware of any times that he has killed a minor. Hes pretty twisted but that seems like something that would be against his personal code.

He's almost certainly had to have killed minors given that he was going after gangs and there are minors in gangs. As for politicians, you could probably google that instead of asking here.

Ive only read the MAX series, but pretty much in the last issue its the end of the world and the surface of the earth is toxic and full of radiation due to the nuclear war. So pretty much all of the most wealthy people and powerful politicians are living in a huge bunker that was specifically made for this situation. The Punisher finds their location and opens fire on them for destroying the world over greed or whatever. Its been a while since Ive read it, but I dont think it was really canon with the rest of the series. It was just a fuck it why not put the Punisher in a end of the world situation.

I can't think of an example where he canonically killed kids, but it's entirely possible. Especially if you're counting people caught in the crossfire or sacrificed as "acceptable losses" to get at a bad guy, as opposed to the idea of him literally just whipping out a gun and shooting a kid for littering or something.

He almost certainly must have killed at least some kids in the Punisher Kills the Marvel Universe What If? story, if only because it was written by Garth Ennis, and Garth Ennis usually tries waaaaaaaay too hard to be edgy. In the way the average teenager thinks "mature" means. But also because there's multiple kid heroes in the Marvel Universe he'd have needed to kill

That being said, Punisher's morality tends to fluctuate depending on who's writing the story and whether it's a mainline Marvel title or a darker spin-off. But he's usually willing to go through innocents to get to the bad guys - he doesn't really have the usual hero mentality of "I'd rather a hundred bad guys go free than see a single innocent harmed." He thinks more in terms of collateral damage. And some writers do write him as being batshit crazy/pretty much evil, where shooting a kid for jaywalking or underage drinking would totally fit whatever strawman agenda they're projecting onto him at the time.

He doesn't really go after those sorts of gangs. For him, "gang" usually means more "organized crime" than "street gang".
