Cobra had the "tough on crime" cop who acted outside the law to get the bad guys and the token liberal lawyer who enabled crime by getting in his way. Then the Rocky series handles racism differently than what most series would. Paulie is a decent guy despite being shown to be at least somewhat racist in Rocky III. And in Rocky Balboa, Rocky has a half-second look of disapproval when he finds that the little girl from the first movie grew up to marry a Black guy. You could say "he's an actor, it's acting" except that he's the driving force behind those films. He had say on what the content was and what the content wasn't. So, yeah, definitely conservative.
