I think for most people, they still owe all that back-rent which is dumb. If they couldn't afford the rent then, they likely can't afford the rent now.

if these people cant afford rent HOW are they affording taxes and upkeep? Im a tradesman and INCREDIBLY handy. I can change water heaters, change out air handlers and condenser coils. I just renovated my entire bathroom myself. the cost of materials alone and the time goes beyond what your typical renter will be able to do and afford. so you give these buildings and homes to renters, great! Now what happens when a pipe bursts? A water heater goes to shit? Your coil has a leak? your talking thousands in repairs and maintenance and general up keep on top of mortgage and taxes. This is something renters have zero concern of for the most part. your AC went? Call the landlord and its fixed. No cost to you. Leak somewhere? Call the landlord. electricity out? Main distribution panel corroded and needs to be replaced?
