I really cant imagine anyone putting such a heavy restriction on such a trivial thing such as a number. (disclaimer: no shit obviously with other people of who are of the a.o.c.).
Even without bringing mental disabilities into the mix, people's maturities vary.
I used to think a bit like that, though it was 3 years for me (mostly, there were exceptions and it didn't work from 18-20) but now I'm 27 and I feel like the real cutoff is being 21, if we can go to a bar together you're old enough to date

20 and 21, but for that matter 18 and 19 as well pretty much.

18 = 9+7= 16 (not legal most places), 19 rounded down is 16 still as well. 20 is 17 (still not age of consent most places, and 21 rounded down is still 17 (not even legally an adult and you can buy/drink liquor!!).

So it doesn't always work.

That being said. I personally consider you to still be "developing" through your mid 20's so dating anyone 18-25 or so, should be done by other people either in that age range or fairly close (younger than 30 in most cases). There are always exceptions but a 35 year old dude dating a 19 year old girl is just plain creepy to me.

Post 25 though I kinda feel like your an adult by that point and there is no HARD limit on the age you can date, and I would more put the choice of doing so on the younger person over the older one in such a situation.

So a 26 year old girl dating a 50 year old dude, is probably either A: Really into older dudes or B: In it for the benjamins. The older dude just you know, likes hot chicks

Actually most states have a Romeo and Juliet law that acts as a buffer for (2-3?) years.

I believe with parental consent that is actually legal in many places, and some have a lower age of consent than 18 as well. That being said 21+ is a different maturity level, can purchase and drink alcohol legally etc, so yeah, it really is a pretty big difference.

17 and 18 alone could be big if the 18 year old is already out of the parents home, taking care of themselves, going to college or working full time etc. That is already a bit icky (or like 17 and 19.....a huge jump in life experience.

Well you ain't adding too many years to either of them for it to be a 11th grader dating someone who can legally buy alcohol.

17 and 20.....still a bit off and you could get in serious legal trouble in many states, or if the parents object, but I can see it happening...you know young love and all that, but 21? I could easily see a guy who is 21 (or girl) having a hard time dating a person who was just 19 or something..........but 17? Yeah that would just be full on ick.

Thats because the age gap seems bigger as the ages gets smaller. When you in you 20s or 30s, 4 years is a pretty small difference. It seems bigger when youre young. That being said, Id have to agree with VioletMassacre. It depends on the people. You cant just say the maturity levels of a 17 and 21 year old person are different based on ages alone...
