No, President Trump never explicitly say to storm a riot. The rioters acted on their own and only they are responsible and guilty. The criminal system doesn't really have a place to judge them. In fact the courts tend to bend over backwards to protect your freedom of speech. He can be incriminated for a billion different things perfectly fine (probably a dozen different things he did on 1/6 itself) there's no need to incriminate him for something that (like it or not) probably would fall under protected speech. Heck, Trump has already been through this, this isn't the first time he's been charged with incitement PoundGarden posted...
