Actually this might work if you had ample enough force in the chase, if you peel off ahead of the criminal with lights and have an non-descript amount behind him, it might encourage him to try to break off onto an exit that you've already occupied.

But the resources to properly execute all that would be insane and the longer you keep a chase going, the increased likelihood that the criminal will hurt someone
