In Mortal Kombat its because Outworld wants to conquer Earthrealm and the Elder Gods will only give them permission to do so if they win 10 consecutive Mortal Kombat tournaments against Earthrealm.

Kinda. Bison keeps starting tournaments to hijack bodies or test his new prototypes. I imagine the regulars would really like for the tournament to just be a normal tournament, for once.
