Does TC live near an ICE facility or something, and thereby is just seeing off-duty ICE agents still wearing their hats? I've never seen this.

Are they on duty or off duty?
If you're a karate teacher and you wear your karate pajama (whatever it's called) to go to a convenience store wearing it even though you're done for the day, you're being ridiculous.
If you're a clown and you wear your clown outfit and makeup to go to the store after you're done with your clown work, then you're being ridiculous.
An ICE guy wearing the hat, while off duty, to go to a shop that's usually run by immigrants is also ridiculous for the same reason, with the added effect of making it obvious he/she wants to antagonize said immigrants.
