They should make one giant prison with 9 levels. The truly irredeemable should be placed in the deepest level and there should be laser sharks surrounding the area and the prison guards should know krav maga.

Perhaps prison as we know it. Regulating private prisons seems to be the way to go if you want to be ethical about it.
Not every criminal is a bad person. Lots of people have learned trades in prison and served their debt to society. There's no reason that they should not be allowed back in the workforce and allowed to live their lives as free men. Mandatory minimum sentences have to go, especially for marijuana related cases.
