Pencil pushing suits who tie their hands and with red tape and let the bad guys get away. When people get mad about defunding the police, keep in mind how many resources are dedicated to just harassing the homeless or pulling over minorities for no reason. Imagine how much money could be saved by pulling cops away from those tasks.
