Havent watched any of the tv series after endgame so forgive me if it was explained

But a 13 year old who was blipped then came back is now 18, can they legally have a license?

Peter is old enough to go clubbing and bars.

Was there some sort of id marking that someone was "blipped"?

Flash did have a drink, so presumably he fooled the flight attendants into thinking he wasn't blipped, but when MJ called him out and mentioned he'd been blipped and wasn't 21 you can see them taking his drink.

People are considered whatever biological age they're supposed to be, they don't jump from 16 to 21 just because they were blipped.

Honestly, you have to watch the show since it basically deals with one of the aspects of the return, which is displacement. There's a Global Repatriation Council created to deal with that and the governmental aspects of the return. Some of those displaced are fighting back and have become terrorists.
