Isn't Rimuru stronger than veldorra after the harvest festival and becoming a demon lord?

I always thought that once Rimuru ate someone, he became stronger than them, even if just by a bit. So why can Veldorra (in a Rimuru body double no less) shrug off a direct hit from Millim. I know that at this point Millim isn't actually under the control of Clayman from some light novel spoilers, so I don't know if Rimuru was just over anticipating what the hit would do or if she would lose the overall fight or what.

I'm fine with some light novel spoilers if that clears this up?
