Basically, the game was developed by a tiny team of people and changed genres almost every other month. It had been in development since before the N64 was finalized, and literally no one except the director had ever made a game before. There was very little testing of any kind because the game wasn't finished until the very last minute, and the developers honestly believed that it was going to be critically panned. Nintendo was reticent to even advertise the game prior to launch, and the success caught them completely off guard.
