Depends on if you're looking for a game where each player builds their own city, or where the players are all building parts of the same city in a bid for control over it.

Glory to Rome is sort of the latter.

Yes, the latter - like carcassone... so there's some meta since you want a good deck, but some combos depend on predicting how your opponent will play
