Israel spends 6% of their GDP on defense, almost twice what the US does. They absolutely do contribute. Turns out when you're literally surrounded by larger, hostile states you have to spend a lot on the military.

It's a pretty well documented Cyber-security for Physical security trade we have going with Israel. It's likely that the increase in funding is tied to the new increase in instability in the region. We(The United States Military) never know when we might need to scramble a couple more centrifuges in the name of stopping nuclear proliferation. (Woohooooo)

The best way to decrease our reliance of Israel is to catch up to them in regards to our domestic infosec capacity. Once we're less reliant upon them to keep our "enemies" in check the posturing will likely shift in some way, hopefully one that's favorable to the rest of the region.

So yes, the US gives military aid with the goal of deterring another war. We fund the iron dome system to protect civilians from rocket attacks. We also give aid to surrounding nations like Egypt and Jordan so they continue to commit themselves to peace. This isn't a handout, Israel still spends 6% of their GDP on defense, nearly twice as much as the US does.

US policy is based on pragmatism and outcomes, another Arab-Israeli war would be even more costly, would lead to even more deaths and more losses of Palestinian territory. Criticism of US policy, as you can see from this topic, is usually mindless and completely ignores the alternative outcome.
