I'd guess it's much more about the mystery of it.

It seems more like white women (or likely very american/western type women) aren't convincing as the timid sexually conservative muslim he fetishizes.

Like if a girl had a cowboy fetish, there might be demographics dressed up as cowboys that are less convincing, and not just across racial lines, but like a Dutch or Canadian too probably would be less likely to appeal.

So it wouldn't just be a "white guy fetish with more steps" it would be a "Cowboy fetish, typified in culture as white southern Americans that are husky with a drawl" But I'm pretty confident she'd go for a cowboy of any race if they were convincing in the part.

Semi-hot-take: Many "racial fetishes" are cultural fetishes, because there is a lot more meaning packed into culture than race. Race is just skin pigmentation and really says nothing about a person.
