So, like you do something to activate Scurry Oaks token thing which causes Ajani's Welcome to give life which causes Heliod, Sun-Crowned to +1/+1 Scurry Oak for another token and start the loop? And you like just keep doing it until you are satisfied and break the loop by having something else get the +1/+1?

Yeah. It just let's you keep adding +1/+1 to it over and over until they either quit out, kill the creature, or wait until you attack with it for their full life.

scurry oak is a may, so you can always break the loop by just not making another token. although a scenario where that's necessary instead of just putting the last counter on heliod (or even welcome) may not exist.
