Lets assume the job gives you no real reason to work hard and majority of your co workers are lazy, unmotivated, and do just the bare minimum

Would that really bother a lot of people?

This reasoning is why someone I know turned down a government job. It doesnt pay much but at least the job would have been easy with full benefits (free or minimal cost!) plus pension when its time to retire.

I dont know. I would have taken it and joined the crowd and become lazy too. It really doesnt bother me if people I work with are lazy if they have no reason to work hard.

Yes and by 'hitting the fucking metrics' you're doing the bare fucking minimum. You fucking resolve it in ten minutes and shit out a few Mario Kart games with me instead for the next hour and not break it up into ten minute fucking segments that take 30 seconds each'

Id probably be bothered if I felt like they were getting preferential treatment to me despite not working very much relatively. As it is, the job Im at I dont want to stay in, so if I outperform others by a lot, then good. It gives me some leverage to switch positions in the company when I get a chance.

It can be annoying if their half assed work creates more work for you.

As for your friend turning down the government job, it sounds more like they want a job that keeps them busy. That's different than hating lazy co-workers. Entry level government work is definitely easy, but if they promote, it can get really busy, really quickly.

Maybe if you work in an agency that is better funded you can live out the "lazy government employee" stereotype

Ya. I've seen people get mad that someone is lazy and it doesn't cause them any more work. Like who cares? They'll probably get what's coming to them eventually.

lol not in a government job. its literally impossible to fire them unless they did something really serious

True. It also depends on your agency/department. My first job for the state was working as clerical staff in a police station. We weren't short staffed, but that place was busy as hell. We had constant phone calls and people coming into the station for different things. My current department is only busy some of the time (hence why I'm hovering on CE while working lol)

I too get pretty busy. I was told by people that government work would allow me to take it easy. Imagine my surprise when I started getting assblasted with mountains of work lol

Depends how lazy we are talking about here. Some people are workaholics and think people there don't work as hard as them or work as long as hours as they are, are lazy.

Sometimes lazy people actually find solutions/shortcuts to finish the job faster and actually do all the work required. At least what's required, while not going above and beyond or taking initiative to take on more work. If people just want to finish the minimum and clock out in 8 hours (or sooner if they are allowed to), then that's on them. And I see nothing wrong it unless they get chosen for a promotion over someone doing significantly more work.

But if person is not doing or finishing his job in a reasonable amount of time because he procrastinates and/or doesn't put in the effort and isn't working on anything else... And it's putting a strain on his teammates who have to pick up his slack/extra work for them , then it's absolutely justified to be upset about this and bring it up to him.. and the manager if he doesn't straighten out.

Well to answer your question.. You friend doesn't want to settle. This job sounds entry level and it may not have a lot of movement for growth. Every employer is going to want hardworking individuals on their team. Could it be the culture or perhaps because the job is really simple and there possibly isn't any further growth?
