I think part of the scariness is that it was turn a friendly dog turned into a killer that you would never see.

You see pibbles eating kids all the time, so it would just be another case of "pibble snaps on strangers".

Well, the thing is St. Bernards used to be part of the media breed hysteria back in the day due to attacks and fatalities back in the 70s. That's probably why Cujo was chosen to be portrayed by a St. Bernard

By the end of the movie, there would still be people arguing Pibble-Cujo did nothing wrong and chihuahuas are more aggressive.
