I am inclined to agree with no.

Multiple Balrogs appeared in large scale battles and they could be stopped or at least checked by enough people and heroes.

It isa good question. They are maiar.

They have been stopped without the help of Gandalf but I think their power level varies depending on where in the lore you are.

Think about it this way.

Morgoth was almost killed in a duel by one elf. One badass elf, certainly, but one elf nonetheless. Morgoth.

Saruman, a Maia, was killed by a shady dude with a knife.

Humans killed Balrogs before.

10000 Urukhai with arrows, spears and swords against this one Balrog? Never a contest.
