This only affects Europe, so any former land elsewhere stays as it currently is.
Any remaining countries keep their current governments and laws, they dont revert back to their like early 1914 government. Including any laws that might forbid them from possessing territory they now control. The national and ethnic identity ratios of the populations will also change to match what it was back then.

Everyone remembers the way it was before you accepted , but are also convinced that the way it is now is totally normal.

It wouldnt be going back in time. Just changing some maps. Like Ireland is part of the UK again and Finland is part of Russia. Austria and Hungary got back their former territories and for reasons neither of them understand represent themselves to the world as Austria-Hungary.
