They're on network television and their target demographic are older folks that just keep their TVs on throughout the evening as white noise.

It's the same reason why WWE gets such high ratings despite not being popular with young people.

I really like the first two seasons of criminal minds but it really gets hurt by Mandy Patinkin leaving. He was the heart of the show. But somehow it kept going another like 15 seasons

If you're going to watch one procedural crime drama, pick Person of Interest. The shtick in that one is that one of the main characters created a computer program he calls the Machine that collects and analyzes essentially all sources of information (surveillance footage, social media, etc) which the government uses to predict and preemptively avoid terrorist attacks. The Machine is also capable of predicting more mundane murders, but the government considers that information irrelevant and it deletes it on a daily basis.

To alleviate the obvious ethical issues with this sort of mass surveillance, he programmed the Machine to only report one thing: the SSN of a single person involved in the deadly crime. This person can be either the victim or the perpetrator, humans still have to investigate to figure out the circumstances behind it. He also set it to secretly send him the "irrelevant" information and he teams up with an ex-CIA/Special Forces soldier to investigate and stop these crimes before they happen.

Though it's mostly good because it stops being a procedural crime drama a season or two into it.
