You also have to consider that his not too late show seems to take place in another separate universe. It's not his standard life. The mechanics of Elmos World don't apply there either. It's some sort of other world.

Is he a universe hopping being or are all of these Elmos from different universes? Is he a primal consciousness that inhabits the bodies of several beings all at once? He's a very articulate three year old, so if he's learning by using multiple bodies at once, that would make sense. Is there some kind of Elmo Prime controlling it all? Who knows
