They were so scared of adding mods the PS4 versions of Skyrim and Fallout 4 were inferior and they likely won't change their stance on it any time soon. So might as well just take them off the menu. Unless they are looking to nab a timed exclusive, they honestly don't go around paying for games that may be made some time in the future to appear on their consoles. Typically the publisher pays Sony/Nintendo/Microsoft to put games on their consoles.
