See after the fall of the Soviet Union there were concerns about the amount of newly nuclear armed states that would arise out of it. So in exchange for giving up their nukes (which they wanted to keep as protection against Russia) Ukraine, Belarus, and Kazakhstan the US and the UN agreed to protect their sovereignty against future Russian agression. That being said, it doesn't really guarantee shit since it's not a promise of military aid. It's mostly just a pinky promise to be mad at Russia and since Russia sits on the security council of the UN and thus has vero power, nothing will happen. The chief issue that people should be concerned about here is what this means for the Baltic States, which is next on the list of old Soviet empire states that the Russians want back. They are NATO members and that does guarantee military aid under article 5. That being said, the Russians can overrun the NATO forces in the region faster than NATO can reinforce them which essentially means mobilizing NATO's military forces to liberate Latvia, Estonia, and Lithuania. Do you really think the US, after 20 years and trillions of dollars wasted in Iraq and Afghanistan is interested in sending it's sons and daughters to save Baltic States from Russian? Pretty doubtful.
