If an officer believes he has reasonable suspicion or probable cause, and you are the one being stopped. You have to identify yourself. I cant remember if Terry v Ohio fully established that one. I think there was another court case after that, that established it. Its late and I cant remember right now There could be some word penal code in their city, but supreme decision will overrule.
