I don't think so. Bethesda course-corrected with Skyrim after all the teasing they got over repetitive mudcrab conversations in Oblivion; conversations between NPCs in Skyrim are fixed dialogue. In some ways this is an improvement, as the conversations between NPCs are more specific and have more depth, i.e. a nobleman in Windhelm asking the local pawnbroker if he'll buy his murdered daughter's old belongings. On the other hand, most NPCs only have a single conversation between each other, and when two NPCs interact regularly, these convos get old fast; I dare you not to get annoyed by the Windhelm blacksmith chewing out his apprentice over his lost hammer for the umpteenth time.

Skyrim also started adding unique dialogue between enemy NPCs in certain dungeons, something they carried over into Fallout 4 - like in a specific dungeon you can hear a group of warlocks talking about the head necromancer's grand plan, or one disgruntled warlock bitching about how the rest of them get to drink and party all night while he's stuck working the forge. The problem here is that you absolutely have to be super-stealthy to even hear these conversations, because getting detected in their range will permanently turn them aggro. I'd reckon the vast majority of players never even hear these conversations for that reason, so the whole thing smacks of wasted effort.

despite some conversations repeating in Skyrim, I still think it's loads better than Oblivion where NPCs just sort of talk in circles most of the time.
