You have a 40% chance of catching Abra at full health with a great ball. It's annoying to track them down every time you fail, but the odds aren't bad. And Kadabra/Alakazam are such fucking powerhouses it sort of makes sense that they're hard to grab.

I'm not looking for Abra I'm looking for Ralts.

Lies. I threw 7 Heal Balls, which have the strength of a normal Pokeball, at a full strength Ralts in the Underground before it got caught. And that's just the times it didnt immediately Teleport away after one toss.

According to this, you have a 41.249% chance of capturing it per heal ball. Thus, you have at least a 50% chance of catching it within 2 balls and at least a 95% chance of catching it within 6 balls.

Wait, the underground? Is this BDSP?

The catch rates in the underground are fucked if the wild pokemon is a higher level than you. Level up one of your Pokemon to the current underground level cap if you want it to be fair.

It was also the worst travel power in city of heroes.

Ralts gets it. And technically a ton of Pokemon got it through TM in Gen 1.

TMs are irrelevant because your whole argument is catching a pokemon with teleport and if you're teaching a TM to it, then you've already caught it so it doesn't matter. Abra is practically the only pokemon you'd have a problem catching because of teleport. Early game Ralts in gen 3 and the remakes don't know teleport so they're easy to catch.
