Honestly, probably this.

I literally just got finished reading By the Silver Water of Lake Champlain for the first time about five minutes ago, and it's such a fucking magnificent story. It's sad, and it's beautiful, and it's a little bit scary and a little bit magical, and if that isn't the most fucking apt way of capturing anyone's memories of being a ten-year-old like the story's protagonists then I don't know what is.

Overall I don't think he's on a level with his old man yet, but I will say that every year he's released a piece of work, then pound for pound it's been better than the elder King's output.

funny this topic was made. i just got in contact with vincent v. cava yesterday, to get permission to use one of his stories.
i wouldnt consider him the best, tho.
mary shellys frankenstein came out way before stoker wrote dracula. so i'd have to go with stoker.
