To a lesser extent Pikkon. If we include movies, I have a small fondness for 2nd form Janemba or Turles. Based on the actual show alone my 3 favorite villains are Perfect Cell and GTs General Rilldo and Ledgic. Ledgic for me was what Hit was based on. A bounty hunter who sells his abilities for money.

On the other side of things.... my least favorite villain is Goku Black, as I think there was a much better way to go about introducing him. They resurrect Universe 6s Earth, and he could have been that universes Goku who didn't hit his head. As up until that point we didn't know that the universes weren't carbon copies of one another.

While I agree that Cell is the coolest thing DBZ ever put out, I also think that Cell became the most embarrassing cliched comical ineffective illogical design in the entire series with his supsequent transformations and the accompanying storyline involving the tournament. Forms 2 & 3 are a joke. His personality was a joke. It was a terrible shame to see DBZ touch on the villain of the week formula. All in all, aside from a handful of episodes, a glarring mar on the integrity of the series. In fact, it makes me disinterested in rewatching it or recommending it to others.

One is great anime

The other is exactly what people accuse DBZ of being. Ridiculous fighting just for the sake of fighting, rehashed designs, run of the mill designs, characters who don't have an ounce of realism in terms of their abilities and motivations, etc. Poor animation. The list goes on. The worst part is that I know people are voting for Perfect Cell, conveniently ignoring Form 2, and forgetting how awesome Imperfect Cell really was. Really not sure where the love for Perfect Cell comes from. Dude belongs in Jojo's or Obobobo-bobobo.

I am not only the lone Cooler vote but I don't even mean the Shredder looking one. I mean Meta Cooler, the only downside is if I say he's cool as fuck everyone thinks that's a deliberate pun.
Cell is 2nd place for me, but Cooler has what Cell doesn't. Big Green/Malaysian dubs.

but I do think if Toriyama had gotten to do more of the body horror / horror punk stuff he's so great at, with Form 2, it definitely could have worked. Imagine like, Jeeper's Creepers

That shouldn't be surprising considering that Cell and Frieza are often said to be pick DBZ. What should be surprising is that Broly, while in third place, has little votes.

There are four main bad guys in DBZ, and you only included two of them. So the vast number of votes were bound to be for Freeza or Cell.

I highly suggest looking at Devil Artemis's channel. He took over making the Cell VS. series after Teamfourstar stopped doing it for a while. He's got some really good ones.

Agreed but Freeza DOES come really close. He had some incredible lines and scenes in Abridged.

In particular, that line he has when Vegeta's whining about how if he's not immortal, Freeza will do something that gets cuts off because he sees Freeza, never fails to send chills down my spine. The delivery of that line, dear Gamikai.

As a kid it was Cell, but as an adult I appreciate the dramatic implications of Frieza and his empire.

Of the choices, I would say Frieza.

Goku vs Vegeta in the Saiyan Saga is still the best fight in all of DBZ though.
