Lots of good stuff in this thread guys.
Some not so good, but mostly good stuff.

One thing to keep in mind is that this sort of technology will probably never work.
And if it does in any way, it will be for an extremely small portion of the population.
And then it will be reserved for those who really need it because it's risky and might not even work.
And they'll probably have to have something like this on them to power such a device. (Which people won't want unless they really really need it)

Identity and consent is one thing to consider for sure. We can take a look at current medical practices on children to see how this technology might be implemented in the future.
Children are diagnosed with all sorts of behavioral and mental disorders and are simply given some medication to take care of it. There really isn't an option for the child if that's what the parent wants.
We don't normally allow children the ability to consent because they're too young to know what's in their best interest.
Send them to camps. Bring them to church. Make them take their pills. Etc.
It's up to the ones with experience to know how things would play out if the child does one thing over the other.
Culturally, I don't see consent as being a major factor in the U.S. since we already cut off penis skin on babies without asking. And that's just an aesthetic choice.
Tell parents that this device will cure their child, and they'll believe they're making the right decision.

Not saying any of these things are the morally correct options, but that's just how it is.
