I prefer Civil War because of the Black Panther and Spidey introductions even though it feels more like an Avengers movie than a Captain America movie. If I just want Cap in all his glory then definitely Winter Soldier.

I can say without exaggeration that Winter Soldier is what finally sold me on both Cap as a character and getting invested in the MCU in general. Civil War was pretty great, but was soon eclipsed by Infinity War on nearly every front.

He was so powerful and skilled in that one compared to 1st movie. That movie is when i finally realized that cap america isnt fodder

I could probably write a dissertation on all the things big and small that WS got right, but the tl;dr version is that it completely overhauled Cap's corny fish-out-of-water character into a worldly, insightful, competent, believable, takes-no-bullshit leader who not only answered the nagging question I'd had since the first Avengers movie ('why exactly are these superheroes taking orders from this dork?'), but made me forget that I'd ever asked that question in the first place.
