Say one guy has a giant police chase with helicopters and everything, but its actually a distraction as another guy blows up a hospital across the city. The cops go to the blown up hospital away from guy number one, and guy number one blows up another building. Rinse and repeat until the entire city is destroyed.

If there was a third guy, eventually when the National Guard is called to stop this, the third guy can be in another city to blow up another building there and start the process over again. Rinse and repeat until the United States is destroyed.

What is stopping people from doing this?

I mean...The logistics of "blowing up a hospital" would be a lot more complicated than you think. Maybe they could blow up like...a small portion of a hospital with a random explosive, but to actually "blow up the hospital" would take a loooot of explosives.

And most cities have hundreds, if not thousands of police. They're not going to commit their entire force to one chase.

When I was in high-school in a small town (10 years ago, would never do this now), I had considered having a friend on one side of town set off a large firework, so that I could tag a large wall on the other side of town and lessen the chance of the local cops seeing (the spot was basically on main Street where they'd probably be without said distraction).

Anyway that's not nearly as big or violent as what you're saying, but it's kind of the same principal.

Blowing up a hospital does very little. You take down the hospital and surrounding area, but that's about it. The only real way for 2 people to "decimate" a city would be with some form of gas attack, which affects a lot more people plus winds blow it across the city, which I believe was the plot to a season of 24.

I liked how in these scenarios, the cops send everyone after one big criminal, but if another big criminal does something, they ALL quit the pursuit of baddie #1 to go after baddie #2.

they can watch all they want. I'm just conversing based on how little damage an isolated attack does. A single hospital in a city of millions? Plus the ping pong method does nothing when most major cities have multiple police forces, not to mention federal agencies who aren't part of that grouping.

That's why no one does it.

This scenario would only make sense in a very small town in the middle of nowhere with a single digit police force. Major metropolitan cities have literally thousands of police officers.

Literally nothing is stopping people from doing this. We've been lucky it hasn't happened yet.

This is similar to something I've wondered about before. What if a terrorist group did a massive nationwide attack? Imagine if there was 50 simultaneous mass attacks in every state capital or major state metro center

They all coordinate to launch the attacks in the same moment. I feel like it would cripple the nation
