Having an issue where I have Internet and I can connect to every website aside from Google affiliated ones. GameFAQs, reddit, bing, facebook, twitter, etc. all work but google.com and gmail will not. I'm just trying to send an email with an attachment right now. But with google this is what I keep getting:

Another quirk is that my phone, when connected to wifi, says there's no Internet but all the non google websites still work. I tried turning off my modem and router for a minute... but I think I need to change some setting manually.

Who's your internet company? Could be an issue on their end

Try it on mobile data and if it works, then we know it's your isp in some capacity

It might be your ISP or possible DNS settings.

Spectrum. I actually bypassed the router and put an Ethernet cord directly into the modem. It's something with the router, it seems.

See if there's a guide for reseting the settings

Or if you a thin pin, you can look for the rest button the router itself, hold it in for about 10 seconds with the router turned on.
