Or we don't make much of an effort to say they are a problem. We don't talk about these people much. Why is that? These people are easily influenced, flaky and fickle minded. I guess most people look at them as "victims" so they don't think they're the problem.

We're all gullible about some things -- since no one person is an expert in all fields.
Except, maybe R.K. Rai who over his lifetime this 65-year-old has earned more than 30 degrees, including 22 MAs, 5 PhDs, and three D. Litts all in widely divergent fields. (Hes currently working on a MA in astrology from Magadh University)

There are a lot of good natured people that get taken advantage of

I believe one of many solutions could be to put restrictions on algorithms related to tracking/advertising/recommendations, seeing as how a lot of people believe every controversial-sounding headline they see.

For this to happen, we'd need more legislators with professional IT knowledge and/or affinity. This is one of the qualifications I look for specifically when voting for someone.
Such people can also keep digital security a priority while they're at it, especially since certain factions like to influence western society through digital means.
