The law would enable any communications provider to be forced to scan all communications for known child abuse, new child abuse, and grooming, regardless of whether the data is supposed to be encrypted or not. Apps that don't comply with chat control could be blocked. This type of mandatory scanning is essentially forbidden by the rights guaranteed to all EU citizens and has been affirmed as so by their highest court. Never the less, they believe child abuse is too serious not to be an exception to fundamental rights (or so they say, anyway) so they are pushing this out.

This is, of course, a bunch of crap. Experts say the number of reported images of child abuse online (the large number of which is used a justification for mandatory scanning) actually fluctuates based on how companies like Facebook tweaks their tools. It doesn't mean there has been an actual surge in child abuse, and in fact, much of what gets reported--and even what gets passed on to police--isn't illegal. This is a naked grab for power during a troubled economic and political time using a shield thy are hoping you don't think too much about.
