He heard the clicking on the phone and knew that the line was bugged so he hung up. But then he saw the cockroach and it reminded him of Saul because he compared Saul to a cockroach once. Thats when he decided to fake out Gus by calling Hector again and letting Gus hear that he was going to attack him that night. He knew that Gus would call in all of his guys to protect him and nobody would be watching Saul and Kim so he could approach them without anyone noticing. There is no tragedy or twisted noble intentions to Lalo's motivation. He's no more justified than any other mobster or gang member protecting his turf and impressing the bosses.
