Realistically they're going to have the warnings on for every type of load they're qualified to transport on that trailer. There's no penalty for too many warnings, just insufficient ones. Plus it's literally called "WestAir", I doubt they need to transfer fuels much.

Actually, this is not true. The purpose of the placarding of hazmat is so authorities know how to handle a situation if the hazmat vehicle gets into an accident or something happens to the load. A hazmat driver can and will get a ticket for having too many hazmat placards in place.

So if you're transporting oxygen tanks, you can close all the other signs (hiding them) but you open the flammable oxygen sign (showing it). Every time you change the load you're transporting, you change the signs to match.

So you're technically both right.

Kind of, since those trailers have a shitload of separate placards so you can display a bunch of them since they're designed to carry multiple types of hazmat. You'd still get a ticket for displaying hazmat for shit you're not carrying though.

Specifically for oxygen (or other oxidizing materials), I can see the superfluous "Flammable" sign being reasonable. Oxygen is not itself flammable, but it's a powerful enough oxidizer that in a crash, pretty much everything else is going to be on fire regardless of whether or not there's flammable material being transported.

Because oxygen makes everything else more flammable. In that case, the cigarette ends up burning much more aggressively than it's supposed to, providing enough heat to ignite their clothing (which is also much more flammable, thanks to the oxygen).

I've got close to a dozen cylinders like that about 25 yards from my office in a couple of directions. Only a few of mine are oxygen; the rest are acetylene, argon, and argon/oxygen mix. That trailer doesn't look too bad at all.
