True. Jigglypuff or Ditto or Onix should be there instead.
Edit: Also, Squirtle and Gengar's poses are too similar to Pikachu's and it makes the whole image look a bit odd, I think.

it looks like it was made before gen 2 (gold / silver) came out.

Pichu was one of first new Pokmon making its rounds in magazines and such to hype up the new game. My only guess is that this was made when Pichu was announced early or something. But again they already have pikachu on it lol
