Dead Apostle Noel is/was (has there been a balance path?) really strong, I think that damaged peoples enthusiasm a bit better yet, there's been entirely new characters! I don't remember DAN ever being considered best in the game, though, Maids/Arc/Vlov dominated the game up until the Mario/Aoko patch and now Mario has by far the most tournament representation DAN did feel kind of oppressive for a few days but then people figured her out, same as any other new character with strong oki and neutral.
