It kind of sounds like they want a local person they can give as few hours as possible.

You should really get them to clarify before you start giving numbers.

They wouldnt have included the bit about trying not to require someone local otherwise.

And if they want to have you available all the time for only a few hours a week, you need to raise that rate to match.

They are lying to you. Every job has a specific range. They want you to lowball yourself.

Dont pursue employment with people that are already showing they will lie to you.

If it's a perm job it's unlikely the recruiter would lie like this. They get a percentage based commission on the salary, so it's in their interest for you to get as much as possible for the role.

If it's a temp job then sure, they will try and fuck you, because they already have an agreed charge rate with the client and their job is to try and create as large a margin between your pay rate and that.
