You could try calling the local hospital instead to notify them.

Im legitimately baffled by the posters saying this isnt an emergency. How isnt it? Like I said, any child including a 9 year old would be upset after witnessing that happened to their parent. What are they supposed to do when paramedics and cops just left them? If the child doesnt have a phone, who are they supposed to call? Any parent would discourage their child from talking to random strangers. Seriously, explain how this isnt worthy of an emergency call?
Obviously if you can't get the child to talk to you/volunteer any information, then calling 911 might be the move.

Neither option is particularly wrong.

If that kid happened to get hurt inside the store they would be liable. Smart move is to get his ass out of there ASAP

I'd say keep the kid occupied with candy or something but knowing America, that's a liability lawsuit if kid is allergic to something.

Sounds like he's having a stressful time. Maybe offer him a cigarette?
A shot of brandy, lottery ticket, and tell then Santa isn't real while you're at it.

I wonder how many people are actually aware that police/firemen/ambulance/whichever service can be reached on other numbers than 911, let alone what makes 911 different from those numbers.

One time, CE triggered me so hard with their objectively wrong opinions that I accidentally punched myself in the balls.

Was the child left there on purpose?

It definitely won't rank high compared to useless calls they receive. But I've seen both 911 and local police suggested, really doubt anyone gets hung up over it like CE

Wasn't this the plotline to a Hallmark movie?
But in real-life, let the professionals deal with it, the kid might have loads of issues you just don't know (Dial emergency services) -- they might have Pica, for example which if left in a shop could potentially lead to a life-threatening situation and the services might not arrive in time.

How the hell does this happen? They were supposed to arrange for someone to pick him up. You don't just drive off and leave him alone

The ambulance team should all be fired

If the condition of the parent was severe enough it's justified to focus entirely on saving them.
