Even all the way in the first game the Saints save your characters life from the other gangs. So from there the character helps them be on top. The other gangs are all portrayed as worse. Which is a common theme for all of the games. By the time the third game rolls around the Saints are a popular brand and in the 4th the Boss is the President. Stuff like killing civilians or cops in this world outright doesn't matter. They're not portrayed as people. In the sense that you play as a ganster then yeah the Boss isn't supposed to be a good guy. But there's no moral alternative they're up against.
