Apparently it is an exceptional fan made expansion pack for the game. I've loved the game since release in the 90's and I had no idea this existed.

Sadly no. I would have to dig out my original disks if I wanted to as the one I actually have available is the Steam HD version, which isn't compatible with the mod.

And I can confirm it's really good even if that statement is second hand. While the faction is a bit funky balance-wise it's not anything that really changes too much (lol Necropolis/Diplomacy) and the flavor is on point.

Yes. That's the original/non-HD version. The Steam version is awkwardly the flat out worst version of the game in spite of the updated graphics (and even those are, arguably, worse than the original if you patch to make widescreen work).

Well I picked it up and started the campaign. Feel like they are gonna make it tough. Feels like Russians really love this game. I look on Twitch and it seems a lot of Russians who are streaming the game.
