I can think of Half Life 1. Tomb Raider 2. And I notice those are all super old. Any modern ones? Maybe RDR2 although they bend over backwards to keep pointing out "Actually the real federal army is super duper nice and it's just these select group of assholes who are evil" over and over, which is a bit of a copout but that's modern politcs for you.
