That scene where Bill kills him. Before that Moody does a whole speech that is basically like "should we kill eachother or talk it out?" And he like pauses and waits for the crowd to respond. The crowd doesn't do a GODDAMN thing. Doesn't move or say anything at all. Then moody says "see? The people have spoken. Lets talk it out". Then bill throws his axe and kills em.

My question is, what part of that crowd made moody think "the eople dont want us to fight"? I never understood this shit and think about it all the time. Was it really just the fact that the crowd didnt immediately erupt into a screaming mob? That doesnt make sense. None of ot makes sense. Am i missing something?

It's been a while since I've seen it, but he seemed to be kind of a naive dummy. He probably thought no way that Bill will openly murder someone in front of a crowd like that. Also:

"Why don't you burn him, see if his ashes turn green."

They used the name of a Harry Potter character?

Being a runner in the coming election he was goading Bill but *knew* in his head he wouldnt do anything. Of course he was wrong.

"There you are Bill, the people have spoken, the very notion of violent reprisal benumbs them. Come on up, lets see if we can solve our reprisals the democratic way."

Bill had been using violence and fear to "rule" the neighborhood for decades. McGinn was trying to point out that the people are so used to violence now that they don't care anymore since they didn't even react to his speech, so Bill's influence is gone. He was trying to tell Bill it is time to try something new if they actually want to solve their issues, instead of just killing each other.
