I figured once Tesla finally got through their administrative steps that it wouldn't take long for the utility company to do their thing. Tesla is overloaded with solar orders and they clearly don't want to staff up enough to handle the workload efficiently.

Tesla has let multiple things expire over the course of this project. I've had to do multiple credit applications. They put in the initial utility application to get permission to do the install in October of 2021. There were delays that were caused by the pandemic like supply chain issues that I don't blame Tesla for.

Fast forward to October 2022, they had long since let the utility application expire. All it would have taken was for the project manager to call the utility company to ask for extensions as much as needed. So they had to file the initial "permission to install" application again. The utility company was confused about why the stuff was already installed, but I called them myself and explained the whole thing.

The utility company approved that pretty quickly, and then they received the commissioning application from Tesla on 10/27/2022. They told me it would take them 2 to 3 weeks to put me on the schedule. Fast forward just a few days, and they've got me on the schedule for next week.
