Small steps but it will probably get done in most states soon enough

4 years ago it was just in talks about decriminalizing it in my state, and today I can go buy some at the dispensary 5 mins from my house

This is the most accurate answer. It probably won't be made legal within his presidency, even if he goes for another term. What's happening now is just an early step to reduce the harm caused by the war on drugs and get a foot in the door for further relaxation of the laws surrounding it.

Also this. Between several states having already taken the plunge and Canada doing it nationally, there's a rapidly growing body of evidence that legalizing it isn't as bad as opponents fear, and that's giving quite a bit of momentum to state-level legalization efforts. There will be holdouts, of course (the bible belt being obvious examples), but I fully expect it to be legal in more states than not before federal legalization comes into effect.

That is, unless the republicans take power in 2024 and fully embrace their traditional "states' rights" philosophy to trample all over the rights of individual states and enact a federal ban that supersedes state laws, which is not out of the question given the extent to which performative "owning the libs" gestures have become their entire platform, but let's hope that doesn't happen.
