They are a ticking time bomb and they deserve no sympathy. They will not hesitate to eat someone's face, intentionally hurt babies, or randomly attack people. They Can not be tamed or domesticated. Have them go through mandatory training on how to handle pitbulls and mandate they can only keep their dog if they get the license. I remember a story from a vet that said most dogs are adverse to breathing machines except for pugs.
